Vietnamese police launches bus inspection, violations abound 4th June 2008

Traffic policemen in the central region have uncovered many violations on the first day of the month-long inspection on bus operations which has been implemented nationwide. In Quang Nam Province, traffic police reported 80 percent of buses were overloaded or exceeded speed limits on Sunday. In the span of one hour on Sunday afternoon, nearly 10 buses were punished for driving in the wrong lanes, overloading and violating other regulations as they traveled on National Highway 1A through Da Nang City. Da Nang City traffic police chief Nguyen Den said the municipality had set up five traffic patrol teams to scrutinize bus operations at major intersections and roads. Nguyen Thanh Ba, head of the Kim Lien traffic patrol team, said his team had performed checks on 18 buses on Sunday morning, three of which were penalized.

A driver whose bus carries passengers between Da Nang and Quang Nam said he was punished for ferrying goods and having inoperative windshield wipers on Sunday afternoon. Last month, he had to pay fines for overloading. He said he had to carry more passengers or transport goods to cover high fuel costs. Thua Thien-Hue Province’s road and railway traffic police chief Nguyen Ngoc Dong said officers had meted out penalties on 22 cases with total fines costing more than VND19 million (US$1,100) on Sunday.

In the Mekong Delta province of Tien Giang, traffic policemen also inspected buses traveling on National Highway 1A, but admitted that bus drivers had many “tips” to avoid being penalized. For instance, upon passing traffic cops, drivers make signs for those driving in the opposite direction to slow down below the speed limit. Other drivers still maintained high speeds, but hid behind trucks so that they wouldn’t be caught by traffic camera devices. On Sunday, Trung Luong traffic control station in the Mekong Delta punished around 10 passenger-vans for exceeding the speed limit by 10-20 kilometers per hour.
